The short version
- Brevard has over 80,000 septic systems; roughly 59,400 of them send groundwater toward the Indian River Lagoon.
- By July 1, 2030, any property with a septic system inside the Indian River Lagoon Protection Program area must either connect to central sewer (if available) or upgrade to a system that cuts nitrogen by at least 65%.
- The county will pay for a large share of it. Grants run up to $20,000 for an aerobic (ATU) upgrade, and since December 2025 every property in the plan area gets a minimum $6,000 regardless of its nitrogen score.
- In the North Indian River Lagoon there is a court-ordered moratorium on new septic permits.
- Palm Bay has approved a four-year phased sewer hookup plan, with outreach starting summer 2027.

Why this exists. Brevard voters approved a half-cent sales tax in 2016 to Save Our Indian River Lagoon; it has raised roughly $560 million. Septic systems near the water are the single largest controllable nitrogen source, so the money is aimed at them. It is cheaper for the county to upgrade systems gradually with grants than all at once under a mandate — which is why the grant exists now and why it may not be as generous later.
